CAT Chairman briefs Dr. Jitendra on 93% case disposal rate

The Chairman of the Central Administrative Tribunal (CAT), Justice Ranjit Vasantrao More, met with Dr. Jitendra Singh, the Union Minister of State for Science & Technology, on Tuesday. They discussed the Tribunal’s initiatives to enhance administrative justice through reforms, outreach, and technology-enabled service delivery.

Justice More highlighted that since its inception, the CAT has handled over 10 lakh cases and has successfully disposed of more than 9.32 lakh cases, achieving a disposal rate exceeding 93 percent.

Dr. Singh emphasized that under Prime Minister Narendra Modi, the government has made significant strides in governance reforms. He stated that enhancing administrative justice plays a vital role in good governance, enabling better accessibility and service delivery for government employees nationwide.

The Minister praised the positive transformations happening in public institutions, driven by advancements in technology, transparency, and simplified processes.

Digital platforms have accelerated service delivery, improved accountability, and reduced procedural delays, making governance more responsive to citizens’ needs.

Dr. Singh noted that the Tribunal’s digital advancements, robust infrastructure, and improved case disposal are part of the broader reforms that the government aims to enact, fostering a more efficient and accessible justice delivery system.

Prioritizing access to justice, the Minister acknowledged the establishment of new Benches and the introduction of Circuit Sittings in remote areas. These measures have brought administrative justice closer to litigants, minimizing travel and increasing convenience for government employees.

He reiterated that institutional reforms must yield measurable outcomes, highlighting that consistent improvements in case disposal and modernized judicial processes reflect the effectiveness of these technology-backed initiatives.

Justice More revealed recent CAT initiatives, including new Benches created at Jammu and Srinagar, and Circuit Sittings inaugurated at Puducherry, Leh, Kargil, and Vijayawada. These expansions aim to enhance access to administrative justice in underserved regions.

The Chairman also informed the Minister about significant progress with the Advanced Case Information System (ACIS). The system has introduced various digital services such as e-filing, virtual hearings, online alerts, and mobile applications, which promote paperless court operations.

Dr. Singh affirmed that these initiatives align with the government’s Digital India vision, where technology facilitates transparency and efficiency in governance. This digital transformation ensures institutions are accessible and prepared for the future.

In the meeting, Justice More reiterated the high case-disposal rate, underscoring that though inflow of new cases continues, pendency has significantly decreased in recent years.

The Chairman noted that annual disposals surpassed incoming cases in 2025, showcasing the Tribunal’s focus on efficiency.

Justice More also mentioned the implementation of e-Office across all Benches, the onboarding of staff on e-HRMS, and adoption of the Public Financial Management System (PFMS) alongside digital processing of pension cases via the Bhavishya Portal as part of comprehensive digital governance initiatives.

Dr. Jitendra Singh affirmed the government’s commitment to supporting reforms that enhance institutional capacities and improve public service delivery. He asserted that governance reforms should translate into tangible benefits for both employees and citizens.
